Literacia de adultos


Literacy and adult education

Adult learning is a vital component of EU education policies. It provides a means of up-skilling or reskilling those affected by unemployment, restructuring and career transitions. Since illiteracy and low literacy have proved to be major barriers to the labour market, basic literacy skills have become a key focus of adult education policies and programmes, as outlined in the European Agenda on Adult Learning. Under the strategic objective "promoting equity, social cohesion and active citizenship through adult learning", the Agenda prioritises providing adults with a second-chance route to learning and life opportunities, with immediate focus on improving literacy and numeracy skills, developing digital literacy and other forms of literacy needed to participate in modern society. .
Conscious of the fact that low skilled adults participate less in lifelong learning – 3.9% at ISCED level 0-2 compared with 16-1% at ISCED level 5-6 – EU policy is concentrating on boosting the basic skills, including the literacy levels of this group. The work being undertaken during 2012-14 by the National Coordinatorspdf(124 KB) Choose translations of the previous link in implementing the European Agenda for Adult Learning specifically targets awareness raising and increasing participation of low skilled adults in learning and developing their basic skills, including literacy as a "foundation" for acquiring the Key Competences for Lifelong Learning, in the period 2012-14. To overcome the dearth of data on the extent of adult literacy in the EU, the Commission is offering Member States financial support to encourage their participation in the OECD Programme for the International Assessment of Adult Competences (PIAAC).
